Bethlehem police finally have a work week that doesn't look like a calendar week. Starting Jan. 10, the city's patrol officers will begin a new work schedule, developed from within their own ranks, that shortens their work week from seven to five days. The department will also maintain a platoon of officers who only work the night -- or graveyard -- shift, to reduce the stress associated with constantly switching between day and night shifts. Officers wanting steady night shifts volunteered for that duty.

Three other platoons will rotate and cover day and middle shifts.

The new schedule, one used by New York City police, is called the "5-2, 5-3." Officers start with the day shift (on a Monday, for instance) and work five days, then have two days off before working five middle shifts. A three-day break readies them to restart the cycle (this time on Tuesday). "I think that it is a very good, workable schedule," said Capt. John Yerk, head of patrol and one of three favorites to succeed Thomas Murphy as police commissioner. "We will look at it for a year and see what the results are." The Fraternal Order of Police researched schedules for three years before finding one that would suit Bethlehem's 132-member force. "Schedules normally come from the police administration," said Patrolman Robert Haffner, who led the FOP scheduling committee. "This is the first time the FOP took an active part in researching schedules to find one most beneficial to the men. By having the FOP working on it, the men who would work the schedule had input on it." Haffner said the review period also calls for feedback from the patrol units, creating "a fluid line of communication from the men on the street to the police administration." Yerk said the input from officers, the request for their feedback, volunteers for night-shift work and the elimination of seven-day work weeks should compute to more effective patrols. "If the officers are contented, it's going to be a good working schedule and a benefit to the citizens," Yerk said. "It's a lucrative schedule to the patrolman, because he only ever works five days in a row. If he's more contented, he'll give you a better day's work." Yerk said some officers faced rotating night shifts with dread: "For some it's really torture." Yet others thrive on that shift and the department had no trouble filling the 20-odd slots required. Three sergeants and a lieutenant for the graveyard shift will be selected Thursday, after Mayor Ken Smith announces his new commissioner and necessary promotions from within the department can be considered. "We are looking for improvements in sick leave and morale," Yerk said. "With this schedule, we should achieve better productivity. Our utmost purpose is protecting the city." Despite all the checking, rechecking and final checking, Haffner won't allow himself to relax until the schedule takes effect and works. "My biggest fear is there will be something we didn't see," Haffner said. "It's a relief to the committee to have finally found this schedule and to get it implemented for this trial period.
